They are probably using the Thermoelectric effect, which has an efficiency that does not make it attractive for real life. Though they do make coolers that plug into your refrigerate lighter for cars, and things like this were people don’t care how little efficiency it has, just that its portable.
THe only advantage to a small solar panel is that you can do other stuff with it and it doesn’t need sunlight. Its not any “greener”, thats for sure.
